Alcohol Abuse

Price, Tom. "Alcohol Abuse: Can underage drinking be curbed?" CQ Researcher 8 June 2012. Americans are abusing alcohol less than in the past with one exception: college students, who drink more and binge drink more often than nonstudents of similar age. And alcohol continues to extract a high toll from those who abuse it at any age, killing 80,000 Americans a year and draining more than $220 billion from the economy. Although high school students drink and binge less, bingeing accounts for 90 percent of the alcohol consumed by teens who drink. Health experts also worry about the effects of new products, especially flavored alcoholic drinks, which seem to encourage young women and girls to drink and drink more. To combat alcohol abuse, many educational institutions, community organizations and government agencies are stepping up efforts to promote abstinence among the young and responsible drinking by adults who do imbibe. Will it stem the flow of illegal immigrants? America is rushing to build 670 miles of fencing along the U.S.-Mexican border by the end of the year. The fence — or wall, as critics along the border call it — is to include 370 miles of fencing intended to stop illegal immigrants on foot and 300 miles of vehicle barriers. To speed construction, the Bush administration is using unprecedented authority granted by Congress to waive environmental-, historic- and cultural-protection laws. No one claims that building physical barriers along roughly a third of America's 2,000-mile Southern border will stem illegal immigration by itself, but supporters believe it is an essential first step in "securing the border," providing a critical line of defense against illegal migration, drug smugglers and even terrorists. Opponents see it as a multi-billion-dollar waste that will only shift illegal immigrants toward more dangerous and difficult routes into the country, while doing environmental, cultural and economic damage.

Income Disparities in America

Clemmitt, Marcia. "Income Inequality": Is the gap between rich and poor getting wider? A recent Census Bureau report brought a flurry of press attention to the widening gap between rich and poor. The gap in New York City is widening — and is now bigger than in India, noted the New York Daily News. Indeed, most analysts agree incomes of the very rich have been pulling away from all others in recent decades. The average pretax income for the bottom 90 percent of households is almost $900 below what it was in 1979, while the average pretax income for the top 1 percent is $700,000 higher. Having a wealthy class with very large amounts of disposable money is valuable — not harmful — to society, some argue. But others say the recent winner-take-all economy helped trigger the massive recession, leaving most people with stagnant incomes. Meanwhile, Republicans argue that Bush-era tax cuts on top earnings should be extended to stimulate the economy, while many Democrats back extensions only for lower earners. From the CQ Researcher. Billitteri, Thomas J. Census controversy: should undocumented immigrants be counted? CQ Researcher, May 14, 2010. Now under way, the 2010 census has sparked bitter partisanship. Some conservative Republicans, for example, have criticized the census as an unconstitutional intrusion on privacy; others warn that census participation is important for maintaining GOP power, since the count is used to apportion congressional seats and allocate federal money to cities and states. Liberal Democrats have been more supportive of census procedures, which for the first time will count same-sex couples. To raise response rates, the Census Bureau sent every household the same brief 10-question form and dropped use of the “long form” — a lengthy questionnaire seeking data on housing, transportation, education and income. The long form has been replaced by a separate, ongoing monthly survey that will provide timelier data, but from a smaller sample of households. Researchers generally hail the change but say it will cause some problems, at least initially.

Teen Pregnancy & Sex Education

After dropping steeply for a decade-and-a-half, America's teen birth rate began edging upwards in the past few years. Analysts aren't sure whether the trend will last and say there are numerous causes. A significant factor, however, is a drop-off in contraceptive use that began in the early 2000s, as better HIV/AIDS treatments diminished fear of the disease. In 2009, the Obama administration ended the Bush administration policy of federally funding only sex-education programs with abstinence until marriage as the primary focus. Instead, most funding will now go to programs that have been demonstrated in large, randomized trials to be effective for pregnancy prevention. Critics say the plan will unfairly eliminate funding for abstinence programs, which they contend have not been adequately evaluated by researchers and are the only ones that consistently teach the value of committed relationships.

The passage of dozens of tough state animal-protection laws last year reflects growing public interest in animal welfare. Today, many Americans view pets as family members, and some even leave bequests to pets in their wills. Vegetarianism has gone mainstream as people have become concerned about the conditions on factory farms, and many scientists say farm animals have feelings. Fifteen years ago, only 10 of the country's law schools offered animal-law courses; today about 130 do. At the same time, however, billions of animals are slaughtered for food each year in our meat-eating society, and live-animal research is a major tool of biomedicine. The food industry, researchers and others who depend on using and killing animals are fighting back against what they call overblown concerns about animal rights. Last November, for example, Ohio voters approved an amendment to the state's constitution barring the legislature from approving any animal-protection laws that would apply to farms.

In today's world, the communications revolution allows conspiracy theories to be spread more widely and quickly than ever before. But facts that undermine conspiracy theories move less rapidly through the Web, some experts worry. As a result, there may be growing acceptance of the notion that hidden forces control events, leading to eroding confidence in democracy, with repercussions that could lead Americans to large-scale withdrawal from civic life, or even to violence.

Last January, after a fertility doctor implanted six embryos she had frozen earlier, Suleman gave birth to octuplets — and was quickly dubbed “Octomom.” Many fertility experts were shocked that a doctor would depart so far from medical guidelines — which recommend implantation of only one, or at most two, embryos for a woman of Suleman's relatively young age. Although multiple births often do result from in vitro fertilization (IVF) and other assisted-reproduction technologies, the number of multiples has dropped over the past few years, they point out. Other analysts note, however, that government statistics show a large percentage of clinics frequently ignore the guidelines on embryo implantation. Are they too dangerous? The wild world of so-called extreme sports ranges from motorcyclists executing double back flips to kayakers navigating deadly Class 5 rapids to mixed martial arts (MMA) — also known as “ultimate fighting” — where combatants use kicks, punches and stress holds. But many “extreme” athletes reject the label, arguing that the term marginalizes their sports as the sole province of adrenaline and violence junkies, when they actually require high degrees of skill. Now legislatures in New York and other states are considering bans on MMA. Proponents say the matches, legal at the pro level in 37 states, are safer than boxing and emphasize fighters' broad-based martial-arts training. But opponents argue that allowing such a wide variety of aggressive moves in a single fight is barbaric. However, skateboarders and other extreme athletes cite statistics showing that traditional sports such as boxing and football cause injuries and deaths at a higher rate than any of the extreme sports. Is the violence spilling into the U.S.?A violent drug war between the Mexican government and vicious drug gangs is escalating just over the border in Mexico — and causing concern among U.S. law-enforcement officials and lawmakers. The cartels already effectively control significant stretches on the Mexican side of the border, and now they're expanding activities on the U.S. side, including kidnapping Americans. More than 5,300 people — gangsters, soldiers, police, journalists and other civilians — have been killed this year, more than double last year's toll. Some victims have been beheaded. The Bush administration has stepped up security assistance to Mexico, but so far the aid hasn't dented the gangs' firepower, which largely depends on smuggled U.S. weapons. Some prominent foreign-policy experts say the ultimate solution is preventing drug abuse in the United States, not expanding the Mexican government's arsenal.

More than four decades after Congress passed landmark anti-discrimination legislation — including the Equal Pay Act of 1963 — a debate continues to rage over whether women are paid fairly in the workplace. Contending that gender bias contributes to a significant "pay gap," reformists support proposed federal legislation aimed at bringing women's wages more closely in line with those of men. Others say new laws are not needed because the wage gap largely can be explained by such factors as women's choices of occupation and the amount of time they spend in the labor force. The Kansas Board of Education is likely to vote in September to replace the state's newly updated science-teaching standards with a revised version that plays down evolution and rejects the idea that science is a search for “natural” explanations only. The change would open the doors of biology classrooms to supernatural explanations of human life and origins, including the increasingly popular concept of “intelligent design” — the idea that life is so complex it could only have been created by an intelligent being. School boards and lawmakers in nearly half the states, including Georgia, Pennsylvania and New York, are examining similar proposals. Most scientists say intelligent design is just a new, more acceptable name for biblical creationism. But intelligent-design supporters argue that they only want an equal hearing for alternate theories of life's origins and a chance for students to examine what they say are serious gaps in evolutionary science.
