Disappearing Species

Arrandale, Tom. "Disappearing Species." CQ Researcher 17.42 (2007): 985-1008.

The polar bear may vanish as global warming melts Arctic ice. India's tigers and Africa's gorillas are also at severe risk, and thousands of other valuable animals, plants and insects are disappearing as tropical rain forests around the world are cut down. Twelve percent of birds, one-fifth of mammals and nearly a third of amphibians that have been assessed so far have been found to be imperiled. Many biologists conclude that humans are setting off a mass extinction that's exterminating 30,000 species a year — possibly as much as 10,000 times faster than natural evolution. Now honeybees have mysteriously gone missing from American farms, while coral reefs are dwindling and deep-sea fisheries are depleted. Many scientists fear that Earth faces an irreversible biological catastrophe even more severe than climate change, and that conservation efforts could be too late to preserve much of the planet's irreplaceable biodiversity.

Iran

Katel, Peter. "U.S. Policy on Iran." CQ Researcher 17.41 (2007): 961-984.
Would a nuclear-armed Iran endanger the United States?
The Bush administration is turning up the heat on Iran. In October President Bush said Iran's nuclear program raised the specter of World War III. Then Vice President Cheney warned of "serious consequences" if Iran stayed on course as a "terror-supporting state." The heated rhetoric is widely seen as calculated to raise the specter of military action against Iran. Indeed, President Mahmoud Ahmadinejad calls the United States an international bully that's keeping Iraq violent to justify continued occupation. He also vows to maintain Iran's nuclear development program, which he says is not for creating weapons. But many observers — Israelis particularly — see the effort as a grave threat, prompting some U.S. hawks to advocate a preemptive strike on Iran's nuclear facilities. Other Iran-watchers say military action could further endanger U.S. forces fighting next door in Iraq. They urge the administration to aid dissidents rather than counter Iran by military force.

Prosecutors and the Law

Jost, Kenneth. "Prosecutors and the Law." CQ Researcher 17.38 (2007): 937-960.
Is prosecutorial misconduct a serious problem?

Three former Duke University lacrosse players are putting their lives back together after being wrongfully accused of rape in a sensational case that dominated headlines nationwide for more than a year. The case collapsed after Durham, N.C., District Attorney Michael B. Nifong was shown to have withheld evidence that law and ethical rules require be turned over to defense lawyers. Nifong's actions resulted in his resignation and disbarment and helped generate widespread debate about prosecutorial misconduct. Prosecutors say misconduct occurs only infrequently. But many critics say infractions are more common than prosecutors acknowledge and rarely are punished. They call for courts and lawyer-discipline bodies to take stronger action when prosecutors violate legal or ethical rules. But several factors, including limited resources, may limit any move toward stiffer sanctions for prosecutorial misconduct.

HIV/AIDS Epidemic

Bristol, Nellie. "Battling HIV/AIDS." CQ Researcher 17.38 (2007): 889-912.
Should more money be spent on prevention?
Two-thirds of the world's 40 million HIV/AIDS cases are in impoverished sub-Saharan Africa, which also has 12 million children orphaned by the disease. In the United States, the toll is heaviest on African-American women. Rich countries and private donors are now spending billions to fight AIDS in developing countries. But only 2 million people in those countries receive life-prolonging antiretroviral medications, while millions more are newly infected. With an HIV vaccine years away, public health experts say a renewed focus on prevention is the best way to stem the epidemic. Prevention turns on two stubborn issues: behavior change and shifts in generations-old patterns of poverty and gender inequality. Meanwhile, President Bush wants to reauthorize the President's Emergency Plan for AIDS Relief (PEPFAR) at $30 billion — double current funding levels. While the program has pumped billions into overseas AIDS programs, AIDS groups want PEPFAR broadened to cover additional health and development issues. From the CQ Researcher. Fighting Superbugs

Clemmitt, Marcia. "Fighting Superbugs." CQ Researcher 17.29 (2007): 673-696.
Are disease-resistant bacteria becoming unstoppable? Antibiotics — the wonder drugs of the 20th century — are gradually losing their clout. Bacteria naturally develop resistance to antimicrobial drugs. In recent years, however, overuse of antibiotics has caused a growing number of staphylococcus bacteria to evolve into disease-causing “superbugs” resistant to drugs like methicillin. Hospital patients with MRSA — a potent antibiotic-resistant staph infection — are four times as likely to die as other patients. Moreover, while most superbugs once thrived only in hospitals, new strains outside health facilities are killing healthy people. Adding to the concerns of public-health officials, drug companies are developing few new antimicrobials. Some activists urge strong curbs on all antimicrobial use, including to promote fast growth in farm animals. Others oppose legal requirements for animal or human antibiotics, arguing that voluntary efforts are better able to keep pace with the fast-evolving world of microbes. From the CQ Researcher. Coal's comeback

Weeks, Jennifer. "Coal's comeback." CQ Researcher 17.35 (2007): 817-840.

Can coal become a clean energy source? Many Americans regard coal as a high-polluting fuel of the past, but today the U.S. is on the verge of a new coal energy boom. Coal-burning power plants generate half the nation's electricity, and that share could grow. More than 150 new coal power plants are planned or under construction, but critics oppose many of them. Coal is cheap and plentiful compared to other fuels, but it also produces air pollutants that contribute to acid rain, smog and climate change and cause thousands of deaths every year. Supporters say technology can make coal a pollution-free energy source in coming decades and that coal could even be used to make liquid fuels as a substitute for oil. But environmental and health advocates argue that the damaging impacts from mining, transporting and burning coal cancel out its value as an energy source. As Congress and the states debate proposals to combat global warming, regulators and businesses weigh coal's energy benefits against its health and environmental liabilities.

Aging Infrastructure

Clemmitt, Marcia. "Aging Infrastructure." CQ Researcher 17.34 (2007): 793-816.

Is neglected maintenance putting Americans in danger? The deadly collapse in August of Minneapolis' Interstate I-35 West bridge over the Mississippi River tragically underscored the condition of the nation's highways, dams, wastewater treatment systems, electrical transmission networks and other infrastructure. Many facilities and systems are 50-100 years old, and engineers say they have been woefully neglected. Decades ago taxpayers, lawmakers and private companies found it relatively easy to ante up the huge sums needed to build vital infrastructure, but money for repairs and maintenance has been far tougher to come by in recent years. Federal and state lawmakers today often prefer to spend public dollars on high-profile convention centers and sports arenas, and anti-tax groups often fight tax hikes or utility-rate increases to pay for maintenance. But now lawmakers are debating whether aging infrastructure merits higher taxes or other measures, such as turning more highways into privately run toll roads.

Racial Diversity in Public Schools

Jost, Kenneth. "Racial Diversity in Public Schools." CQ Researcher 17.32 (2007): 745-768.

Has the Supreme Court dealt a blow to integration? Fifty years after the Supreme Court outlawed racial segregation in public schools, a new ruling has raised doubts about how far local school boards can go to integrate classrooms. The court's 5-4 ruling in cases from Seattle and Louisville bars school districts from using race as a factor in individual pupil assignments. Like many other school districts, the two school systems used racial classifications to promote diversity in the face of segregated housing patterns. But parents argued the plans improperly denied their children their school of choice because of race. Dissenting justices said the ruling was a setback for racial equality. In a pivotal concurrence, however, Justice Anthony M. Kennedy said schools still have some leeway to pursue racial diversity. Meanwhile, some experts argue that socioeconomic integration — bringing low-income and middle-class students together — is a more effective way to pursue educational equity.

Shock Jocks

Clemmitt, Marcia. "Shock Jocks." CQ Researcher 17.21 (2007): 481-504.
Should racist and misogynistic speech be regulated? When Don Imus labeled the Rutgers University women's basketball team “nappy-headed hos” in April, it first looked to be just one more insult hurled in his long career. Imus was penalized initially with a two-week suspension. But when the incident appeared on the Internet site youtube.com, organizations ranging from the National Association of Black Journalists to the liberal media watchdog group Media Matters for America urged a tougher stance against racial stereotyping on public airwaves. Advertisers began pulling their sponsorship from Imus' show, and both networks that carried it — CBS Radio and MSNBC TV — fired him. The outcome was hailed by some as a long-needed response to an increasingly uncivil culture in which shock jocks, comedians, rappers and other media figures traffic in name-calling, racism and misogyny. However, other analysts say silencing Imus was unfair and could begin a purge of outspoken conservative radio hosts, including political commentators like Rush Limbaugh.

HPV Vaccine

Bristol, Nellie. "HPV Vaccine." CQ Researcher 17.18 (2007): 409-432.

Should it be mandatory for school girls?A new vaccine that prevents infections from a sexually transmitted disease (STD) that causes cervical cancer is being hailed as a major achievement in women's health. The human papillomavirus (HPV) vaccine, Gardasil, is recommended by the Centers for Disease Control and Prevention for girls ages 11-12, and could be used by females ages 9-26. Some state lawmakers moved quickly to make inoculations mandatory for school attendance to ensure vaccine access regardless of socioeconomic status. The requirement was approved in the District of Columbia and Virginia. But reactions to an aggressive lobbying campaign by vaccine manufacturer Merck coupled with general concerns about immunization safety stalled efforts to mandate the shots in many states. Conservative groups joined the opposition, saying the vaccine would encourage inappropriate sexual activity and override parental autonomy.

Gambling

Marshall, Patrick. "Gambling in America." CQ Researcher 13.9 (2003): 201-224.

Does it raise revenue at the expense of the poor? More Americans than ever are gambling — and losing billions in the process. State-run lotteries, casinos and other legal gambling operations took more than $63 billion from bettors in 2001. Billions more are lost at more than 1,800 gambling sites on the Internet, which the Justice Department considers illegal. Supporters say legal gambling creates thousands of jobs and helps states raise money for education and other social needs. But critics say government should not be encouraging citizens to gamble. What's more, they claim state-run lotteries intentionally target poorer citizens in an attempt to increase revenues. Critics also worry that the accessibility of lotteries and other forms of so-called convenience gambling will increase the number of pathological and problem gamblers.

Real ID

Katel, Peter. "Real ID." CQ Researcher 17.17 (2007): 385-408.

Will the new driver's license law make Americans safer? Americans and their political leaders have long resisted the idea of a national ID card. But after the Sept. 11, 2001, terrorist attacks, finding out who was in the country illegally took on new urgency. Two years ago, Congress passed a law to toughen standards for issuing driver's licenses — the main form of national identification. But practical problems and philosophical objections are dogging the Real ID Act. Seven state legislatures have already voted against putting it into effect in its present form, and 25 others are considering opposition. Critics argue Real ID licenses will create red-tape nightmares for millions of citizens — without making them safer. Proponents say the new law is needed because in some states current license standards have weaknesses terrorists can exploit. Meanwhile, another debate is under way on whether to raise standards for issuing Social Security cards.

Should museums return relics to their country of origin?

Should museums return relics to their country of origin?
Bettelheim, A., & Adams, R. “Stolen antiquities.” CQ Researcher 17.14 (2007): 313-336. CQ Press. 13 April 2007.
An ancient vase at New York's Metropolitan Museum of Art is fueling an intensifying ethical and legal debate about some of the world's most celebrated works of art. Two years ago, Italian authorities produced evidence the ancient vessel had been smuggled from Italy and demanded its return. Such prized artifacts have raised thorny questions about the ownership of cultural treasures in private collections and museums around the world. The controversy — and attendant criminal trials of alleged smugglers — is also shedding new light on the secretive world of antiquities collecting — a realm populated by tomb robbers, wealthy connoisseurs and aggressive dealers and curators. Some experts estimate that up to $4 billion worth of precious art is being illegally traded. Whatever their worth, ancient artworks are priceless to Italy, Egypt and other nations increasingly using cultural artifacts to exert political leverage and stoke national pride. The Cultural Property Advisory Committee has been the focus of fierce battles between archaeologists, who say the art market fosters the looting of historic sites, and dealers, who say that broad import restrictions threaten collecting by private individuals and museums in the United States. Is the Committee making appropriate decisions to help other countries protect their cultural heritage?

CEO PAY

Billitteri, Thomas J. "Curbing CEO Pay." CQ Researcher 17.10 (2007): 217-240. CQ Press. 12 Mar. 2007 . .

Is executive compensation out of control? This spring's shareholder proxy season promises to trigger fireworks among shareholders. Scores of public companies are under scrutiny from shareholders and politicians for rewarding their chief executive officers with huge pay and severance packages, sometimes despite spectacular management failures. Home Depot's Robert L. Nardelli, for example, received a $210 million severance package in January, while Capital One Financial's Richard D. Fairbank took home $280 million in compensation in 2005. Meanwhile, an investigation is proceeding into the possible manipulation of executive stock options at up to 200 companies. New federal rules requiring companies to disclose once-hidden details of their compensation took effect this year, setting the stage for bitter controversy over corporate pay. A coalition of shareholders is petitioning some 50 corporations for the right to advise their boards on the companies' executive compensation, and the new Democrat-controlled Congress has made moves aimed at curbing pay.
